The Emerald Bay Service District is a California community services district, founded in 1961, and funded by Emerald Bay property taxpayers that provides services within the Emerald Bay boundaries, including sewer, water, drainage, fire protection, lifeguard and safety, parks and recreation, security and law enforcement.
The District has a Board of Directors consisting of five members and is managed separately from the Association. Its meetings are held on the third Wednesday of the month in the Community Center. The Board is elected through the statewide general election process.
The Service District is also a member of the South Orange County Wastewater Authority (SOCWA), which cares for the transport and disposal of sewage in the South County area.
